Ione was born and reared on a farm near Geneseo, Illinois. She graduated from Geneseo High School in 1945. She then graduated from Evanston Hospital and School of Nursing - Northwestern University in Evanston, Illinois in 1949. Ione, went on to receive her Certificate of Public Health from the University of Colorado in 1951. Finally, Ione was issued her BS in Nursing from the University of Colorado in 1955.
Ione came to Idaho in 1955 to work on a USDA project to evaluate the health of migrant farm workers. Following this assignment, she worked on a special study of possible polio cases following live virus vaccine distributions. Ione was acting Director of Public Health Nursing for Idaho Department of Health, until 1957.
Ione married Floyd Shelp Jr and moved to a ranch west of Caldwell in the Notus Community. They had two children; Christine and John.
Ione has been a school nurse for Notus District Schools since 1969. She arranged CPR and First Aid Classes for the community and staff. She also worked on Sex Education and AIDS Education Committees to determine the course of study for children of all grade levels. She has also been a member of the Notus District Schools PTO and Booster Clubs.
Ione volunteered at West Valley Medical Center and was the Caldwell President of the Hospital Auxiliary.
